Downstream Negotiation for Indexed REC Contracts

The IPA’s 2024 Long-Term Renewable Resources Procurement Plan outlined a process for exploring post-award REC delivery contract term changes for utility-scale wind and utility-scale solar projects. The IPA is conducting a series of five workshops, originally scheduled to run through November 2024, and now extending into the first week of December 2024 to accommodate the Thanksgiving holiday.

The workshops will explore whether an Indexed REC contract post-award negotiation process may be finalized for inclusion in a compliance filing with the ICC by mid-February 2025.
