Illinois Power Agency Publishes Final 2026 REC Delivery Contracts

REC Delivery Contracts for the Illinois Power Agency’s two solar incentive programs, Illinois Shines (Adjustable Block Program) and Illinois Solar for All, have been updated pursuant to the 2026 Long-Term Renewable Resources Procurement Plan (“2026 Long-Term Plan”). The 2026 Long-Term Plan was approved by the Illinois Commerce Commission (“ICC”) with modifications in Docket 25-0945 on February 17, 2026. These contracts are for use on projects approved by the ICC starting June 1, 2026 for Illinois Shines and Illinois Solar for All. Illinois Shines will also provide an “off ramp” option for any already-applied project expecting to receive an award under the 2024 REC Delivery Contract that is unable to be developed under the updated 2026 REC Delivery Contracts.
