Muni and Co-Op IRP Support
Background & The Role of the IPA:
Pursuant to the Clean Reliable Grid Affordability Act (CRGA), the Illinois Power Agency (IPA) is responsible for conducting RFIs to collect information from prospective consulting firms in support of integrated resource planning (IRP) efforts to be undertaken by municipal electric utilities and rural electric cooperatives in Illinois. The IPA’s role, as defined through CRGA, is purely supportive and administrative in nature and summarily includes:
Maintaining a published list of prequalified firms.
Maintaining and management of an evergreen Request for Information (RFI) to evaluate new firms seeking to be added to the prequalified firms list.
Providing a public repository of municipal and cooperative integrated resource plans to promote transparency and accessibility.
The IPA does not direct, control, or conduct the planning processes for municipal utilities or rural electric cooperatives. Additionally, the IPA does not fund those planning efforts.
Pre-Qualified Professional Consulting Services List
Firms listed below have submitted responses and been approved by the IPA through the pre-qualification process as defined in Section 1-30 of the Municipal and Cooperative Electric Utility Transparent Planning Act (220 ILCS 31/ et seq.) to support the development of future integrated resource plans (“IRP”) on behalf of applicable municipal power agencies, municipalities, or electric cooperatives, including generation and transmission electric cooperatives that provide wholesale electricity to one or more distribution electric cooperatives (referred to hereinafter as “Utilities”). Utilities may request additional information submitted by the prequalified parties listed below by contacting the IPA and requesting such materials at: IPA.MuniCoopIRP@Illinois.gov.

Evergreen Request for Information Pre-Qualified Professional Consulting Services
The Agency is in the process of developing an evergreen RFI to provide any consulting firms who did not participate in this initial RFI the opportunity be added to the list of pre-qualified firms. This evergreen RFI is expected to be issued in early October 2026 and remain open thereafter. Any such consulting firms interested in having their name added to this list should return to this page in October for the updated RFI.

Municipal Electric Utilities and Rural Electric Cooperatives IRP Documents
Municipalities and Cooperatives are instructed to contact the Agency at IPA.MuniCoopIRP@Illinois.gov to request materials submitted by firms on the List of Prequalified Firms. Additionally, municipalities and cooperatives are directed to contact that Agency to have their IRP documents posted to this website per CRGA. Document posting requirements summarily require:
Municipalities must share with the IPA their preliminary IRP, responses to stakeholder questions, and when applicable the municipality’s revised IRP
Cooperatives must share the finalized IRP
