Geothermal Homes & Businesses Program

As a component of the Clean and Reliable Grid Affordability Act (CRGA), Section 1-75 subsection (S) of the Illinois Power Agency Act (20 ILCS 3855/1-75) directs the Illinois Power Agency (IPA) to develop a Geothermal Homes and Businesses Program to procure geothermal renewable energy credits (GREC) from new geothermal heating and cooling systems.

The statute requires the IPA to propose the program as part of its 2028 Long-Term Renewable Resources Procurement Plan (2028 Long-Term Plan). Section 1-75 (S) establishes requirements and provides guidance for the Program’s development, including:

• An annual budget allocation of up to $10 million per program year
• Initial customer category delineations to inform target allocations
• 15-year contract term

The IPA has begun reviewing the statutory provisions governing the Geothermal Homes and Businesses Program to develop an initial framework for stakeholder engagement.

The Agency anticipates beginning stakeholder outreach in late 2026 to solicit feedback and recommendations that may inform the design and development of the initial Geothermal Homes and Businesses Program. Feedback received through this process may lead to additional stakeholder engagement activities in 2027 as the IPA develops the 2028 Long-Term Plan.

For clarity, the Agency has not yet begun formal stakeholder engagement and has not established any elements of the Program for which stakeholders should begin marketing, or for customer solicitation purposes.
