Resource Adequacy Planning Hub

The Resource Adequacy Planning Hub will serve as an information center for several resource adequacy planning initiatives, including those co-led by the Illinois Power Agency (IPA) in collaboration with other state agencies to advance system reliability, affordability, and long-term planning in Illinois.

 

The Hub is designed to:

  1. Provide a centralized and easily accessible location for reports, data, workshops, and associated information
  2. Clarify the relationship between multiple statutory initiatives  
  3. Bridge previous initiatives, such as the Resource Adequacy Study published on December 15, 2025, to the forthcoming Mitigation Plan
  4. Provide a clear connection to the Integrated Resource Plan (IRP) established under the Clean & Reliable Grid Affordability Act (CRGA or Public Act 104-0448) led by the Illinois Commerce Commission (ICC) in collaboration with the IPA, Illinois Finance Authority (IFA), and Illinois Environmental Protection Agency (IEPA)

 

The IPA is co-leading a coordinated set of resource adequacy and integrated resource planning processes intended to support system reliability, affordability, and long-term planning in Illinois. IRP responsibilities below are established under CRGA, signed into law on January 8, 2026. These responsibilities include the IRP process led by the ICC and the separate IRP support that the IPA is providing for municipal and electric cooperatives. Other initiatives – including the Resource Adequacy Study and subsequent Mitigation Plan – were initiated prior to CRGA’s enactment. Together, these initiatives form a coordinated planning ecosystem with distinct statutory drivers, scopes, and timelines.
