Mitigation Plan Background

Pursuant to Section 9.15(o) of the Illinois Environmental Protection Act, the Illinois Power Agency (IPA) worked jointly with the Illinois Commerce Commission (ICC) and the Illinois Environmental Protection Agency (IEPA) to develop comprehensive Resource Adequacy (RA) Study, with support from IPA Consultant, Energy and Environment Economics (E3). The study, published on December 15, 2025, assessed current and projected electric resource adequacy and reliability across Illinois.

The study evaluated the state of the Illinois energy market to determine whether there is a risk of resource adequacy shortfall under a range of modeled scenarios. While Illinois currently benefits from a diverse portfolio of energy resources, the analysis identified potential shortfall risks under certain future conditions.

 

Mitigation Plan Development

In response to the identified risks, the IPA and IEPA will develop an RA Mitigation Plan to evaluate potential pathways to alleviate projected shortfalls. The mitigation plan will assess scenarios and strategies designed to maintain electric reliability and ensure sufficient resources are available to meet demand.

The mitigation plan effort will be developed alongside the Integrated Resource Planning (IRP) process led by the ICC. It is anticipated that the results of the mitigation plan will inform and support the broader IPR framework.
