Illinois Solar for All (ILSFA) is a state incentive program overseen by the IPA that helps make solar energy more affordable for income-eligible households, nonprofit organizations, and public facilities. The program offers options to install solar panels directly on homes or properties through the residential on-site solar sub-programs, with no upfront costs and guaranteed savings on electric bills.
Income-eligible participants can also see savings through the Program as subscribers through the Community Solar sub-program. Through the Non-Profit and Public Facilities sub-program, non-profit organizations and public entities located in environmental justice or low-income communities can participate in ILSFA by installing on-site solar projects, which provide direct energy benefits.
ILSFA was established alongside Illinois Shines by the Future Energy Jobs Act (FEJA), passed in 2016 by the Illinois legislature. In 2021, the passage of the Climate and Equitable Jobs Act (Public Act 102-0662), or CEJA, expanded the annual program funding, created a new multi-family distributed generation project category, and introduced additional support for projects that promote energy sovereignty among participants.
Projects supported by ILSFA contribute to the state’s Renewable Portfolio Standard, which requires the state’s electric utilities to obtain 40% of their electric power from renewable resources by 2030 and 50% by 2040, ultimately furthering the state’s clean energy goal of 100% by 2050.
