IPA, ICC, and IEPA Release Stakeholder Questions Following Second Resource Adequacy Study Workshop

On October 8, the Illinois Power Agency (IPA), Illinois Commerce Commission (ICC), and Illinois Environmental Protection Agency (IEPA) held a cross-agency workshop to continue engagement with stakeholders on the Resource Adequacy Study.

The workshop provided stakeholders with information on the focus, methodology, and analytical approach being implemented through the Study to evaluate Illinois resource adequacy and to understand the prevalence of constraints that could lead to a resource shortfall. The workshop also provided preliminary findings resulting from modeling completed to date, identifying initial scenarios that could lead to a resource shortfall, while also providing a summary on next steps. Additionally, during the workshop the Agencies fielded stakeholder questions on a variety of topics including the functionality of the RECAP tool, technical details and data inputs supporting modeling, and updates on process timelines. Given the nature of the questions, the Agencies developed written responses, ensuring all stakeholders have access to the same level of data and information. Following the second cross-agency Resource Adequacy Study workshop, the IPA, ICC, and IEPA have released a series of Stakeholder Questions and are seeking stakeholder feedback in response. These questions are designed to gather additional information and recommendations following topics discussed during the workshop, outstanding issues or challenges that should be considered through Resource Adequacy Study analysis, and other topics that the Agencies should consider, either as part of this Resource Adequacy Study process or future activities.

Stakeholder responses are due to the Agencies by October 27, 2025 at 5 p.m. CT.
