Illinois Power Agency Files 2026 Long-Term Renewable Resources Procurement Plan with Illinois Commerce Commission
On October 20, the Illinois Power Agency (IPA) filed its 2026 Long-Term Renewable Resources Procurement Plan (Long-Term Plan) with the Illinois Commerce Commission (ICC) for approval. The Long-Term Plan lays out the IPA’s goals, strategies, and proposed plans to implement its renewable energy programs and procurements over the next two program years.
The stakeholder engagement process to develop the 2026 Long-Term Plan began in May 2025 through Agency-held stakeholder workshops and requests for feedback. These preliminary activities lead to the development of the draft 2026 Long-Term Plan, which was released for public comment on August 15, 2025. Written comments were due by September 29, 2025. The Agency received a total of 23 sets of comments from various parties including solar companies, Equity Eligible Contractors, labor organizations, environmental advocacy groups, utilities, and industry associations provided feedback.
- Establishing the size of the Illinois Shines Program at 1,000 MW and 800 MW, respectively for the 2026-27 and 2027-28 Program Years.
- Cumulative procurement targets for the next two program years of 5 million Renewable Energy Credits (RECs) from utility-scale wind and hydropower projects, 2.6 million RECs from utility-scale solar, and 180,000 RECs from brownfield photovoltaic projects.
- A Self-Direct Program target of 5.5 million RECs for the 2026-2027 Program Year, including the 1.2 million RECs already under contract.
- Updated administratively-set REC prices across Illinois Shines and Illinois Solar for All (ILSFA) programs to reflect the changing market conditions.
- A variety of program refinements and enhancements through the Illinois Shines and Illinois Solar for All Programs.
Parties seeking to object to the Plan have 14 days (until November 3, 2025) to file objections with the ICC. The Commission has 120 days to review and decide on the Plan’s approval.
