Municipal Aggregation
Municipal Aggregation allows Illinois municipalities to purchase electricity for residents and small businesses in their community, with those residents and small businesses able to “opt-out” of their municipality’s electric supply offer.
If you would like to see whether your county or municipality participates in municipal aggregation, please visit the Municipal Aggregation list on ICC’s Plug In Illinois website.
If you are interested in having your county or municipality create a Municipal Aggregation program for residents in your community, please check out these sample plans enacted in other municipalities in Illinois.
To see the list of communities pursuing an Opt-Out Municipal Aggregation Program, you can visit the Municipal Aggregation page on the ICC’s Plug In Illinois website.
The Agency published its Report on Municipal Load Aggregation and Renewable Resource Development on June 1, 2023.
